Air Division
The Portsmouth Local Air Agency (PLAA) is a contractual representative with Ohio EPA which enforces state and federal air pollution control regulations in Adams, Brown, Scioto, and Lawrence counties in Southern Ohio. PLAA staff prepare permits for industrial and commercial air pollution sources, conducts facility inspections and complaint investigations, reviews facility compliance and emission reports, and responds to odor, dust, and open burnings complaints.

Emergency Preparedness
To ensure that all emergency response plans addressing natural and man-made disasters including terrorist events, are developed, structured and completed in such a manner that they are consistent with local, regional, state and federal regulations, standards and policies and comply with the National Response Plan (NRP), National Incident Management System (NIMS) and National Infrastructure Protection Plan (NIPP) contributing to the National Preparedness Goal.

HIV
The Care and Prevention division of the Portsmouth City Health Department is dedicated to providing free counseling, education, and testing opportunities in our eleven county area of service. In addition, we also provide free CDC and ODH sanctioned programs, such as, Voices/Voces and Healthy Relationships.
Injury Prevention
The Office of Injury Prevention serves to promote injury prevention through a combination of education, environmental engineering, and the provision of safety devices known to reduce injuries and death. The overall goal of the Office of Injury Prevention is to reduce the incidence of unintentional injuries in an effort to reduce the incidence of accident-related disabilities and death.

Rental Licensing
The goal of the Rental Licensing Program is to protect the public health, safety, and welfare of all occupants in all rental dwellings as hereinafter provided by inspection and enforcement of the International Property Maintenance Code and Codified Ordinances of the city of Portsmouth, fixing the responsibilities of owners, operators and occupants of all rental dwellings.
Ryan White
The Ryan White Comprehensive AIDS Resources Emergency (CARE) Act was an Act of the U.S. Congress named in honor of Ryan White, an Indiana teenager who contracted AIDS through a tainted hemophilia treatment in 1984, and was expelled from school because of the disease.
