- Serve as Chief Conservator of the Peace within the City
- Supervise the administration of the affairs of the City
- Enforce the ordinances of the City and the laws of the State
- Make recommendations to the Council concerning the affairs of the City
- Keep the Council advised of the financial condition and future needs of the City
- Prepare and submit necessary budgets to Council
- Attend all meetings of the Council
- Prepare and submit reports to the Council
- Authorize the making of sewer, water, gas and other connections for street improvements or sanitary regulation
- Perform other duties as prescribed by the Charter or required of him by ordinance or resolution of the Council
