City of Portsmouth Notice of Request for Proposals

Notice is hereby given that the City of Portsmouth (hereinafter “City”) requests proposals for the City of Portsmouth Zoning Code Update (hereinafter “Project”), and will receive digital proposals by mail to City of Portsmouth Municipal Building, 728 Second Street Room 25, Portsmouth, Ohio 45662, Attn: Development Director or via email at [email protected], up to the hour of 02:00 p.m. on February 12, 2021.

The services to be performed by the successful proposer are described in the Request for Proposals. Additional copies of the Request for Proposals are available on the City’s website: www.portsmouthoh.org Any questions should be directed to Tracy Shearer, Community Development Director, whose contact information is included in the Request for Proposals. The general scope of services includes a re-write of the Zoning Ordinance, in coordination with City Staff that aligns, with the growth management, design vision, and development quality vision intension set by the City’s Master Plan.

Any changes to the Request for Proposals will be posted on the City’s website in the form of addendum at least five days prior to the deadline. Proposers shall periodically check the City’s website at www.portsmouthoh.org for any addenda issued for this request and acknowledge the inclusion in proposal documents.

Proposals shall be submitted via digital copy, either by email or flash drive. Please clearly denote in the email subject line or on the envelope as follows: “PROPOSAL FOR THE CITY OF PORTSMOUTH ZONING CODE UPDATE.”

All responsive proposals shall be reviewed and evaluated by the City in order to determine which proposer best meets the City’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services within the required timeline for completion. The criteria by which the City shall evaluate proposals are set forth in the Request for Proposals.

The City reserves the right to reject any and all proposals or waive any irregularities in any proposal, this request for proposals, or the proposal process.
