Current Position

Richard Duncan is the Director of the Waste Water Treatment and Flood Defense Division for the City of Portsmouth, Ohio.

Education

Richard Duncan is a 1981 graduate of the University of Cincinnati with a Bachelors degree in Chemical Engineering. He was certified as a Professional Engineer in 1988.

Career & Licensing

Richard Duncan previously worked for the City of Portsmouth as City Engineer and Director of Public Utilities from 1986 to 1997. He also has a Class III Ohio EPA Wastewater Treatment Operator’s license.
