Construction Debris from the City of Portsmouth

Transfer Station 2020

Description:

The City of Portsmouth, Ohio is soliciting competitive proposals from qualified applicants to assist with municipal solid waste services. The City is seeking a contractor(s) who will work cooperatively with the City to meet the City’s objectives to advance its sustainability initiatives, eco-municipality standing, and improve the cost of its solid waste program. More specifically, through continuation of its on-site drop-off and disposal services for residential users, the City desires to improve its transportation and disposal rates. The City also seeks to reduce its long-term operating cost and reduce its carbon foot print. The City is interested in making changes/improvements to its operations at the Transfer Station, most significantly to economize the number of hauls of material from the Transfer Station to the disposal outlets. All applicants shall submit contracts for the following terms of one (1) year, two (2) years, and three (3) years. The applicant must be willing to enter into a contract to provide services in accordance with the following conditions:

Scope of Services:

During the entire contract period the contractor shall provide and maintain equipment to service the transfer site. The equipment shall be kept in good repair, appearance, and in a sanitary condition by the contractor, and the equipment shall be capable to transporting and handling loads ranging from a few tons up to twenty (20) tons. The contractor shall haul the acceptable waste and/or acceptable construction debris to a lawfully approved disposal site, when requested by the City. The applicants must be qualified and licensed to service solid waste transfer stations in accordance with applicable Federal, State, and local laws and must be willing to enter into a contract that will expire no sooner than March 31, 2021.

The contractor(s) shall provide the expertise, equipment, labor and materials required to perform all operations in connection with the Hauling and Disposal of Municipal Solid Waste (MSW) and Construction Debris/Bulky Waster (C&D) from the City of Portsmouth Transfer Station beginning April 1, 2020.

General Information:

The City owns the transfer station located at 620 Elm Street, Portsmouth, Ohio and reasonably expects to handle 18,000 tons of waste.

The contractor will be responsible to ensure that services are available to the City during all trash collection days including holidays worked by the City of Portsmouth.
